CPR is an essential life-saving skill that everyone should know how to perform. Short for “cardiopulmonary resuscitation,” CPR is a process that uses chest compressions and sometimes mouth-to-mouth breaths to supply the brain with oxygen in the event of cardiac arrest. According to data compiled by the American Heart Association, the vast majority of heart attacks occur at home. The state of California has seen this data and decided to act upon it to ensure that far more homes have at least one person who knows how to perform CPR.

Last year, California passed the AB 1719 bill to help educate high school students on the basics of CPR. AB 1719 states that all California public school districts that require a High School health course in order to graduate must include instruction in compression-only CPR.

While it would be incredibly helpful for all California public school students to earn their full CPR and AED certification, this ideal scenario is not totally feasible today. Many school districts simply do not have the budget to get all public school students CPR-certified. However, schools and parents have come together to organize CPR field trips where parents chip in for group classes. This has proved to be an effective method to teach hands-only CPR, which the California Department of Education’s website calls “an easy-to-learn method of CPR that has been proven to be equally as effective as conventional CPR and less intimidating for bystanders to perform in an emergency.”

 

What California AB 1719 Requires of Schools

California AB 1719 states that:

“Under the requirements of AB 1719 (Chapter 556, Statutes of 2016), the compression-only CPR instruction must include both of the following:

  1. An instructional program based on national evidence-based emergency cardiovascular care guidelines for the performance of compression-only CPR; and
  2. Instruction that includes a hands-on practice to support the learning of compression-only CPR.

Additionally, the training may, but is not required to, include general information on the use and importance of an automated external defibrillator (AED). The physical presence of an AED in the classroom is not required.”
